He received his BSCE with honors from Bradley University in Peoria, Illinois; and obtained his MSCE from New Jersey Institute of Technology in Newark, New Jersey.
He built his career as a transportation engineer working on many transportation projects for NYDOT, NJDOT, and PennDOT. He has over 25 years of experience in supervisory and managerial position, in charge of planning, design, development and implementation of traffic management systems, highway and railway projects. He processes extensive knowledge in administrative and procurement procedures of international funding agencies such as the World Bank, the European Investment Bank, and the Saudi Fund for Development (SFD), USAID, and many others.Mr. Helou is a member of the Institute of Transportation Engineers of Washington DC; and Licensed Professional Engineer in the State of Pennsylvania; he is also a member of the Lebanese order of Engineers. He participated in several presentations about the transport sector and had many TV and Radio interviews raising awareness on road safety and was a member of the committee responsible for drafting the new "Traffic Law".
Elie and his wife Siham live in Jeita, Lebanon, and together they have a son and a daughter.
